Do you think Pant or Llanymynech could be crowned Shropshire’s Best Kept Village?

If so, organisers are looking for local people to come forward to co-ordinate a bid on behalf of our village.

The Best Kept Village Community Competition aims to develop and highlight a sense of pride amongst local people throughout Shropshire and Telford & Wrekin. It illustrates and emphasises how much voluntary work is undertaken to keep our county beautiful and how communities work together to make where they live desirable and a place they are proud to call home.

Organisers The Community Foundation say that entries will be judged on its maintenance, appearance, the community spirit amongst its residents, and how that is evidenced throughout the year via supporting photographs and videos. Judges will take into consideration where an area does not have a certain feature, e.g. a bus shelter, war memorial, large open space, etc. This will be considered when marking, and areas will certainly NOT be at a disadvantage because they do not have BKVC features. 25% of the marks awarded come from the community spirit section of the competition entry from with the other 75% being judged in person when the judges visit.

If you think you could co-ordinate a local entry to Shropshire’s Best Kept Village & Community Competition, you can find out more by visiting the competition website.

Householders in the Shropshire Council area are being asked for their views on proposals to introduce charges for garden waste collection – and about proposals for the future operation of the council’s five Household Recycling Centres (HRCs).

A six-week consultation runs from Tuesday 9 April to Monday 20 May 2024.

Shropshire Council is proposing to introduce an annual subscription fee of £52 – the equivalent of £1 a week – to collect garden waste from properties in the Shropshire Council area.

The consultation asks people if they would be willing to pay more than £52 a year if the additional money was used to keep all five HRCs open, and for views on whether the opening times of some recycling centres could be reduced.

The consultation also asks for people’s thoughts about a new permit/booking system for people visiting a recycling centre, to help ensure that they are only used by people from Shropshire.

The proposals are being made as Shropshire Council must make £62m of savings in 2024/25 to keep a balanced budget.

Charging for garden waste collections, and closing two of the council’s five Household Recycling Centres, are among proposals approved by councillors as part of Shropshire Council’s budget cuts for 2024/25.

While garden waste collections in Shropshire are currently free, 80% of English councils already charge for this service, and many have been doing so for several years. The average annual fee across the country is £55 a year.

Ian Nellins, Shropshire Council’s Cabinet member with responsibility for waste management, said: “All householders in the area use our waste services and I want to encourage as many people as possible to take part in this consultation.

“Like councils all over the country, Shropshire Council is facing unprecedented financial pressure, mainly due to growing demand for social care and rising costs. Social care now accounts for almost £4 in every £5 of the council’s budget.

“We must make £62m of savings in 2024/25 to keep a balanced budget and our plans include many very difficult decisions, and some that we have never wanted to make. We must look at other ways of creating income so that we can protect essential frontline services for those residents most in need.

“The collection of garden waste is not a service we must provide by law, but is one that we – and we’re sure most residents – would prefer to continue. It’s one that most other council already charge their residents for.

“By charging for garden waste collections, we could continue to provide this service and used the income raised to help support other key services.

“We’re also facing some difficult decisions about the future of our five Household Recycling Centres, and ask that people tell us their thoughts as part of this consultation and how we can reduce the costs of running these.”

The Llanymynech bypass might not currently be a priority but North Shropshire MP Helen Morgan has now launched a petition calling on National Highways to sort out the A483 with common-sense safety improvements.

As many people living or visiting locally know the A483 can be a dangerous and busy route with few pedestrian crossings and narrow footpaths.

Following news that the Government has deemed a Llanymynech bypass ‘not a priority‘ Helen – along with local residents – says that there is still a lot that can be done to make the A483 safer for drivers, visitors and residents.

Does Pant need a Llanymynech Bypass?

Helen is calling on National Highways to introduce lower limits between and through villages on the A483, and for urgent action to improve safety at the infamous Llynclys Crossroads. She has launched a petition for residents to sign and back her campaign, putting pressure on the organisation to make changes.

Liberal Democrat Helen Morgan said: “Action must be taken on the A483 before someone is killed – not after.

“It is my view that, while we must continue to campaign for the bypass, alternatives for Llanymynech, Pant and Llynclys should be more thoroughly investigated in the meantime.

“There are still many safety measures needed on the A483 from Llanymynech through to beyond Llynclys. From a crossing near the Bryn Offa bus stop, to lowering speed limits in the run up to Pant, to traffic lights at the Llynclys crossroads, there are a number of proposed solutions which are clearly achievable. National Highways, Shropshire Council and ultimately the Government need to sort this out.

“Residents can sign my petition at https://www.helenmorgan.org.uk/a483 to show support for the campaign and demand better from the Government on this.”

Previously, a petition created about the crossroads at Llynclys by a local resident had more than 3,000 signatures.

The long campaigned for Llanymynech & Pant bypass is not a priority project at present, says government.

At the January Llanymynech & Pant Parish Council meeting it was reported by Cllr Vince Hunt that the bypass which has been suggested as a way to alleviate traffic issues along the A483 through Pant, was currently not a priority for National Highways, the body that is responsible for strategic highways within England.

Plans for a bypass have existed for decades to move traffic from the main road through Pant to a newly built road that would probably need to be built across fields on the floodplain below the village of Pant, but is unlikely to bypass Llynclys or most of Llanymynech.

Cllr Richard P Marshall

Any Llanymynech & Pant bypass would be a National Highways led project with Shropshire Council as a consultative authority.

According to Cllr Richard P Marshall, who is Shropshire Council’s Portfolio Holder for Highways and Regulatory Services, the government has informed National Highways that any new schemes, that have not officially had the funding allocated are not on the priority list at the moment.

Said Cllr Richard P Marshall: “National Highways and Shropshire Council would be keen to see this project come to fruition but as it is not currently funded, it is not on the list of future projects for them.

I have spoken with National Highways and they have stated that they will continue to promote the project as soon as the funding bidding process opens.”

In the past year, Helen Morgan MP has given her support too to a bypass citing congestion and traffic volumes.

While the bypass might not currently be on the cards, local people continue to campaign for improvements to the traffic on the A483. In the past there have been calls for traffic lights at the Llynclys Crossroads and another pedestrian crossing near Bryn Offa School in Pant, both of which could help calm traffic through the village.

Since being elected in December 2021, our new Member of Parliament, Helen Morgan, has made the news speaking about local ambulance waiting times, championing local business and farmers as well as disability access to Whitchurch station.

Speaking with Pant Today, Helen who lives with her family in Harmer Hill, shared her thoughts on a number of important issues – both nationally and more locally.

But we started with an international question on support for Ukraine. Helen says that she is generally supportive of the Government’s efforts to help Ukraine, although she would like to see even tougher sanctions introduced. She says she is also concerned that bureaucratic delays are getting in the way of families finding safety.

“What is really important is that the process to help Ukrainian refugees is made easier,” she says.

“There are lots of generous families across North Shropshire who have kindly opened their doors to house refugees but many of them are having a difficult time making any progress due to the burdensome and inefficient nature of the system.”

Helen Morgan MP

By-pass support

Helen says that she is largely in favour of a bypass being built for Llanymynech and Pant. But adds: “In general I’m against building new roads but having seen the amount of traffic and the size of the vehicles using the A483, it is clear that a bypass is needed.

“I am looking forward to seeing the details of National Highways’ proposals which are currently being worked on and then the best option will need to be decided on and put to Government.

“While the long-term option is worked on, more needs to be done to improve safety blackspots along the A483 like Llynclys Crossroads and the villages. Therefore, I was pleased to learn recently that the police are due to install speed monitoring equipment between Llanymynech and Pant.”

As a new MP, Helen says she has had to learn a lot about Parliamentary procedure quickly. “There’s a whole world of acronyms you need to understand to get by, from UQs to EDMs to better known ones like PMQs.”

Getting to speak on the floor of the House of Commons isn’t as easy as it might sound says Helen: “I’ve tried to seize every chance possible to stand up and champion North Shropshire in Parliament but it’s not as simple as just standing up in the Commons whenever you want to speak, the old-school system means you have to be persistent and have a bit of luck.”

Local solutions

She says that, behind the scenes, some parts of Westminster are very helpful for finding solutions to local problems but others can be infuriatingly slow and ineffective. For example, she says that the Home Office is clearly failing to cope with the volume of passport and visa applications.

One important area of work for every MP is liaison with their local councils. Helen says that she works extremely closely with Shropshire Council on all sorts of issues – from road improvements to helping Ukrainian refugees and dealing with housing applications.

“My team and I are in constant contact with council officers and I have a quarterly update with the Council leaders along with other Shropshire MPs.

“While I don’t agree with many decisions the council makes – like spending tens of millions of pounds on Shrewsbury’s shopping centres – it’s important that MPs work together with local authorities regardless of political persuasion and I try to do this as much as possible.”

Finally, we asked Helen how she enjoys spending her spare time, away from constituency work.

“What spare time?! It’s been pretty hard to come by since I was elected but whenever possible I try to go walking with my family. I also keep chickens and cats, enjoy gardening and am trying to start running again after taking a long break.”

For several months new owners have been overseeing a major refurbishment of the property, including improved disabled access.

The new signage for the pub states it is a Country Pub and Dining so many locals will be intrigued to get back to this popular local.

Along with pubs in Pant and Llanymynech locals have a good choice of local eating and drinking establishments and the pubs are important in attracting tourists to the area.

Meanwhile, the Lime Kiln in Port-y-Waen which recently reopened only to close again is reported to have changed hands again so watch this space.
