<p class="wp-block-paragraph"><strong>The next meeting of Llanymynech &amp; Pant Parish Council is to take place on Friday 28th November 2025 starting at 7.15pm in Pant Memorial Hall. </strong></p>



<p class="wp-block-paragraph">As always, members of the public are most welcome to attend the public session but also to stay and find out more about what the Parish Council does.</p>



<p class="wp-block-paragraph"><strong>AGENDA</strong><br />1 APOLOGIES FOR ABSENCE.<br /><br />2 PUBLIC SESSION.<br />(a) POLICE REPORT<br />(b) SHROPSHIRE COUNCILLOR REPORT. Report from Cllr Duncan Borrowman<br />(c) MATTERS RAISED BY THE PUBLIC. A period of 15 minutes is set aside for members of the public to speak on any matter on the Agenda, or to request items to be placed on a future Agenda.<br /><br />3 DISCLOSURE OF PECUNIARY INTEREST OR BIAS. In accordance with section 29 of the<br />Localism Act 2011 Members are personally responsible for deciding whether or not they should disclose an interest where a matter arises which directly relates to them. <p class="wp-block-paragraph">9 COMMUNITY RIGHT TO BID FOR CROSS GUNS INN, PANT. Shropshire Council<br />have confirmed receipt of the Council’s intention to bid on Cross Guns Inn, Rockwell<br />Lane, Pant and In accordance with Section 98 of the Localism Act 2011, the full<br />moratorium period of six months has now commenced and ends on 20th April 2026, and<br />the protected period of 18 months expires on 20th April 2027.</p>

<p class="wp-block-paragraph"><strong>Everyone is welcome to attend the next meeting of Llanymynech &amp; Pant Parish Council on Thursday 25th September 2025 at 7.15pm in Llanymynech Village Hall.</strong></p>



<p class="wp-block-paragraph">The agenda for the meeting is below and members of the public are able to bring items of local concern to the meeting. If felt appropriate the parish Council can act on these or refer them to other agencies for further actions.</p>

<p class="wp-block-paragraph">9 MINUTES. To approve Minutes of the meeting held on the 24th of July 2025</p>



<p class="wp-block-paragraph">10 ACCOUNTS. a) accounts for payment totalling £6056.02<br />b) Statement of Expenditure v Budget to September &#8211; to follow.</p>



<p class="wp-block-paragraph">11 LLANYMYNECH HERITAGE AREA. Llimeys request for replacement benches as the<br />greenwood seating installed in 2005 is now rotten. Benches = £330 each, Picnic Tables = £295 each.</p>



<p class="wp-block-paragraph">12 PANT RECREATION FIELD. a) Report on Agreement for use of the field. b) damage to<br />fencing/repair.</p>



<p class="wp-block-paragraph">13 LLANYMYNECH VILLAGE HALL TOILETS. Request for donation of £50.</p>



<p class="wp-block-paragraph">14 LLANYMYNECH KGV FIELD. Report on installation of pedestrian pathway on southern<br />edge of field.</p>

<p class="wp-block-paragraph"><strong>Thanks to funding from Llanymynech and Pant parish council, there&#8217;s a new shelter in Pant for people waiting for the bus towards Oswestry or Welshpool.</strong></p>



<p class="wp-block-paragraph">Situated outside Pant Memorial Hall, the shelter is on the south bound side of the A483 but can be used by those waiting to go north towards Oswestry.</p>



<p class="wp-block-paragraph">Discussions are currently taking place with Tanat Valley which operates local buses to request that the bus should stop opposite, if requested.</p>

<p class="wp-block-paragraph">As residents and visitors will know, buses are not that frequent and as Sean from the Memorial Hall committee said, a shelter might encourage more people to use the bus locally or when visiting the Memorial Hall.</p>



<p class="wp-block-paragraph">Funding for the shelter came from the parish council using money from local development.</p>



<p class="wp-block-paragraph">Said Alice Bond, chair of the parish council: &#8220;The Llanymyench and Pant parish council are pleased that we were able to help fund and plan the new bus shelter located by the villlage hall in Pant for the benefit of the community.&#8221;</p>



<p class="wp-block-paragraph">In due course, a timetable will be hung up in the shelter but in the meantime visit <a href="https://www.tanat.co.uk/">www.tanat.co.uk</a> or <a href="https://traws.cymru/en/services/LLCO/T12">https://traws.cymru/en/services/LLCO/T12</a> where you can track the T12 bus between Machynlleth and Wrexham in real-time.</p>

<p class="wp-block-paragraph"><strong>The A483 by Bronwylfa between Pant and Llanymynech will be closed by National Highways for three nights as part of their lighting upgrade.</strong></p>



<p class="wp-block-paragraph">These closures will be in place as follows: Wednesday 22 November 2023, 8pm to 4am Thursday 23 November 2023, 8pm to 4am and Friday 24 November 2023, 8pm to 4am</p>



<p class="wp-block-paragraph">The remaining work will take place under temporary traffic lights which will move along the road as our work progresses. These will be in place between 2 December 2023 and 4 January 2024, between 10:30am and 3pm. There will be no traffic management in place over the Christmas period. Temporary traffic lights will be in place on the following dates:</p>



<p class="wp-block-paragraph">2 and 3 December<br />7 to 13 December, Monday to Friday<br />14 and 15 December<br />18 and 19 December<br />3 and 4 January<br /><br />During this programme of work, National highways say that they will make every effort to ensure the impact on the local community and travelling public is kept to a minimum.</p>



<p class="wp-block-paragraph">National Highways add they always aim to work to programme, however unforeseen circumstances or adverse weather conditions may mean changes.</p>

<p class="wp-block-paragraph"><strong>At the September meeting of Llanymynech &amp; Pant Parish Council, it was reported that National Highways are proposing to reduce the speed limit on the A483 between Pant and Llanymynech.</strong></p>



<p class="wp-block-paragraph">Following the introduction of a 20 mph zone in Llanymynech in Wales, National Highways are proposing to reduce the currently 40 mph section south of Pant to 30 mph.</p>



<p class="wp-block-paragraph">This will, it is hoped, reduce the incidence of people breaking quickly as they approach the 20 mph limit in Wales and also quickly accelerating from the 20 mph to 40 mph towards Pant. </p>



<p class="wp-block-paragraph">We will update this article when we get more information.</p>

<p class="wp-block-paragraph"><strong>At its June 2023 meeting, Llanymynech and Pant Parish Council agreed to formally object to the proposed siting of a new telecommunications mast in Pant, north of the Cross Guns Inn, in the village.</strong></p>



<p class="wp-block-paragraph">Under reference 23/02064/TEL, the application is for a mast on the land that borders the Village Green, on the left hand side of the road heading north through Pant.</p>



<p class="wp-block-paragraph">According to the Parish Council, they have suggested a number of other sites for the mast including sharing with the mast on the other side of the road near Stargarreg Lane.</p>



<p class="wp-block-paragraph">Feeling at the meeting was that the site is not suitable due to its proximity to residential properties and the open space of the village green, which is a community space.</p>



<p class="wp-block-paragraph">The 15 m tall pole would be sited next to the path through the village and a number of boxes would need to be installed at ground level. </p>

<p class="wp-block-paragraph">3 DISCLOSURE OF PECUNIARY INTEREST OR BIAS. In accordance with section 29 of the<br />Localism Act 2011 Members are personally responsible for deciding whether or not they should disclose an interest where a matter arises which directly relates to them. They should not participate in any discussion nor vote on the matter and must not remain in the room unless granted a Dispensation to do so.</p>

To comment on or note planning applications as follows:<br />23/02195/LBC Llwyntidman Farm Maesbrook conversion and alterations.<br />23/02064/TEL Telecommunications Installation beside A483 Pant, erection of mast and cabinets in Pant, north of the QE11 Village Green.</p>

<p class="wp-block-paragraph">7 FINANCIAL MATTERS:<br />a) To note the statement of expenditure v budget to June 2023 to be tabled.<br />b) To authorise payments made totalling £1,900.01</p>



<p class="wp-block-paragraph">8 AUDITS. To receive Report from Internal Auditor, and to approve and sign the Annual<br />Governance Statement for the External Audit.</p>



<p class="wp-block-paragraph">9 BURIAL GROUND. To receive the Annual Report of the Joint Burial Committee.</p>



<p class="wp-block-paragraph">10 KGV FIELD. Consideration of bi-annual tree inspection and field entrance.</p>



<p class="wp-block-paragraph">11 STREET LIGHTING. To consider or approve quotation of £40 per light for fitting to reduce street lighting hours, total cost of £1,440.00 for the 36 led lights, leaving 21 awaiting conversion at £840.</p>



<p class="wp-block-paragraph">12 COUNCILLOR or CLERK REPORTS ON LOCAL ISSUES. To bring any items to the<br />notice of the Council, or reports on training or meetings attended.</p>

<p class="wp-block-paragraph"><strong>In Februray of this year, North Shropshire MP Helen Morgan launched a petition calling on National Highways to sort out the A483 with common-sense safety improvements.</strong></p>



<p class="wp-block-paragraph">Following news that the Government has deemed a Llanymynech and Pant bypass ‘not a priority‘ Helen – along with local residents – says that there is still a lot that can be done to make the A483 safer for drivers, visitors and residents.<br /><br />Helen is calling on National Highways to introduce lower limits between and through villages on the A483, and for urgent action to improve safety at the infamous Llynclys Crossroads. She has launched a petition for residents to sign and back her campaign, putting pressure on the organisation to make changes.</p>



<p class="wp-block-paragraph">Asked by Pant.Today about progress with the petition, Helen Morgan MP said: &#8220;Thank you so much to the over 200 Llanymynech, Llynclys and Pant residents who have signed my petition to sort out the A483. </p>



<p class="wp-block-paragraph">&#8220;The danger posed by the road is a constant for those who live along it, and National Highways need to take local concerns seriously. I&#8217;d urge people to keep signing and sharing the petition around, as the more support we get the higher our chance of being heard.&#8221;</p>
